A16 - Is there any indication of what will happen to the Section 1011 program (funding) after fiscal year 2008?

Answer:

The Medicare Modernization Act (MMA) states the Section 1011 federal reimbursement program is funded for fiscal years 2005-2008; we have not received information regarding what will happen to the program after fiscal year 2008, but the statute indicates that "funds shall remain available until expended."

Quarterly Section 1011 Program Payments

What is 1011?

In December of 2003, the President signed into law the Medicare Prescription Drug Improvement and Modernization Act of 2003 (Pub. L. 108-173) (MMA), Section 1011, Federal Reimbursement of Emergency Health Services Furnished to Undocumented Aliens.

Section 1011 provides $250 million per year for fiscal years (FY) 2005-2008 for payments to eligible providers for emergency health services provided to undocumented aliens and other specified aliens. Two-thirds of the funds were divided among all 50 states and the District of Columbia, based on their relative percentages of undocumented aliens.

How EPI works with the 1011 Program

Because the population of undocumented aliens is growing Eligibility Plus, Inc. has created a special department to work with patients they believe may qualify for this program. EPI has multiple screening processes. Some areas we use to screen are as follows:

Using our trained and sensitive personnel we make every attempt to contact patients and let them know they may be eligible for a special program. We let the patient know the program guidelines and explain to them how the program works.

By utilizing this program we are able to DECEASE BAD DEBT, obtain patient cooperation and INCREASE CASH.

IMPORTANT UPDATE

Currently this program is not due to be renewed. This means that at the end of FY 2008 the 1011 program will be out of funds. It is important as healthcare providers we encourage this program to continue.
